This discussion paper aims to increase understanding of the human rights issues that trans people face, and the priority actions required to secure trans people’s right to dignity, equality, health and security. It focuses predominantly on the rights to health, to legal gender recognition and to freedom from violence and discrimination. Trans people have consistently identifi ed these rights as key priorities. Traversing these issues is essential to addressing the underlying structural factors that marginalize trans people, negatively impact their health and exclude them from the benefi ts of development.

This paper was written for the United Nations Development Programme (UNDP) to inform its work, and that of other UN agencies, including with local trans communities. It draws on the experiences of trans people around the world, and suggests practical actions that UN staff can take to be more inclusive of trans people, both in daily interactions and in their broader work, particularly in the areas of health, HIV, the rule of law and development.

"Transrespect versus Transphobia Worldwide" (TvT) is a comparative, ongoing qualitative-quantitative research project conducted by Transgender Europe. The project provides an overview of the human rights situation of trans persons in different parts of the world and develops useful data and advocacy tools for international institutions, human rights organizations, the trans movement and the general public.

A 2016 research conducted by Russian Transgender Legal Defense Project is closely focused on the situation that transgender people in Russia have to face because of the impossibility or difficulty in quickly obtaining legal gender recognition. The aim of this research was to elucidate the scale and details of this problem and to propose recommendations as to its possible solutions. Within the framework of the research, the cases of violation of transgender people’s rights from 2011 till present are collected, focusing mainly on situations of conflict and discrimination caused by the discrepancy between transgender people’s appearance and gender identity and their legal ID.
